Read bounded observed process output

Read retained stdout and stderr chunks for a processID returned by processes.list. Praxis observation, not complete provider history. Only a witnessed exit event establishes exitCode; disconnects and restarts leave gaps and unknown state. Output retains at most 1 MiB/1024 chunks per process and 4 MiB/4096 chunks per instance across 256 observations. Truncation is explicit. Output data is base64; timestamps are Unix milliseconds. Reading never resumes a paused sandbox.

Call Create sandbox first and replace sbx_123 with its returned sandboxID.
